RFC: Accessibility improvements

This RFC requires technical expertise in web accessibility techniques.

Does this template have sufficient accessibility and could it be improved with following suggestions?

• Convert to unordered / ordered lists, possibly as a description list for the years to get a good structure easy to navigate. Right now this is one continuous <p> with linebreaks.
• Move bullets ({{·}}) to CSS as seperators using pseudo-selectors (::before, ::after, :not(:first)) so they are not pronounced aloud in accessibility software. ARIA attributes could be used as an alternative to silence them.
• Add disabled global attribute to January–May 2009, because they have no data.
