- A red keystone 2 3/8 inches (6.03 cm) in height and 2 3/8 inches (6.03 cm) in width.
- COMBAT SERVICE IDENTIFICATION BADGE: A silver color metal and enamel device 2 inches (5.08 cm) in height consisting of a design similar to the shoulder sleeve insignia.

- A Gold color metal and enamel device 1 1/4 inches (3.18 cm) in diameter consisting of a disk divided per pairle reversed Gules, Argent and Azure, the crest of the Pennsylvania Army National Guard Proper (On a wreath Argent and Gules, a lion rampant guardant Proper holding in dexter paw a naked scimitar Argent hilted Or and in sinister an escutcheon Argent on a fess Sable three plates.
Symbolism edit
- The device was designed by Benjamin Franklin.
- In 1747, during the war of the Spanish Succession, the Spaniards threatened Philadelphia, coming up the Delaware as far as New Castle.
- Dr. Franklin aroused the people and designed a crest and flag which was carried through Philadelphia in 1748 by Colonel Taylor’s Battalion.
- The shield on the device is that of William Penn, while the colors of the wreath, red and white, denote the predominantly English origin of the early settlements.

- The distinctive unit insignia was originally approved for the 28th Infantry Division Headquarters; Headquarters Detachment, 28th Division; Headquarters Company, 28th Division; Headquarters Special Troops, 28th Division and Headquarters Detachment Special Troops, 28th Division on 1929-02-06.
- It was redesignated for the noncolor bearing units of the 28th Infantry Division on 1968-07-10.
