• the matter is old enough to be in the public domain;
• the matter is simple enough to satisfy the requirements of the {{PD-textlogo}} tag;
• the matter is de minimis, for example, it is too small to be seen clearly and is not the focus of the photograph;
• the plaque can be regarded as a work of artistic craftsmanship, for example, it is engraved by hand or is a mosaic (see "COM:CRT/Singapore#Freedom of panorama"); or
• you are the copyright holder of a particular plaque and agree to license, or you have obtained confirmation from the copyright holder that it agrees to license, the copyright in the material on the plaque under a free licence, and evidence of such consent has been e-mailed to permissions-commons@wikimedia.org for OTRS verification.

All other photographs of plaques should be uploaded to the Wikipedia project that you intend to use them in, and used under a fair-use justification if this is allowed. Not all Wikipedia projects permit the use of images under fair-use justifications. For the English Wikipedia, you must ensure that the non-free content criteria are satisfied.
