English: Route 28: Guildford, Catherdral Hill Business Park, Woodbridge Road, Stoughton, Worplesdon, Fox Corner, Stanford Common, Pirbright, Brookwood, Knaphill Sainsbury's, Knaphill, Goldsworth Park, Horsell, Woking. Was withdrawn between Knaphill Sainsbury's and Woking in August 2009, due to low passenger numbers (as most passengers caught route 91 which runs more frequently, in parallel and avoids Horsell so is quicker). Sunday service is provided by route 91, which runs Woking, Goldsworth Park, Knaphill, and then over the route of service 28 (except Stanford Common).


As part of Phase 1 of Surrey County Council's Bus Review, route 28 was extended back to Woking, as it had run before August 2009. This enabled the withdrawal of route 97. Only off-peak journeys run through, short journeys working between Woking - Horsell and Knaphill Sainsbury's - Guildford at other times. The evening service on route 73 (renumbered 73 after the 28 was withdrawn between Knaphill Sainsbury's and Woking in August 2009), were renumbered back to 28 again. The changes came into effect on 28 August 2010.


As part of Phase 2 of Surrey County Council's Bus Review, route 28 was diverted between Knaphill and Woking via Victoria Road, St Johns, Star Hill and Triggs Lane, instead of Goldsworth Park and Horsell. The service through Horsell was replaced by the diversion of route 48 between Knaphill and Woking via Horsell, although it runs via Littlewick Road instead of Goldsworth Park, so the direct link between Goldsworth Park and Horsell was lost. The changes came into effect on 3 September 2011. Route 28 is the only route to have been amended in both Phase 1 and Phase 2 of the review.
