I have added the categorize template to this category. Although I cannot find a Wikimedia Commons policy which defines any specific criteria for a main category, the scope and number/diversity of subcategories contained within this category appear to make that designation appropriate. I have perused this category for several months and have yet to find a media file which could not be placed into a suitable subcategory. At a minimum, any media placed here can be subcategorized by its location. Also, the banner suggests to uploaders that they should consider moving media into appropriate subcategories, which should reduce the amount of maintenance required.
