started this as a logical subdivision of "people & water"; not entirely happy with the exact wording of the naqmr, open to suggestion for improvement. but it does seem logicaal to differentiate people who are (visibly) in conact with water, from people who are not (i.e.: standing next to... )
i really wish the categorizing & cross-reffing on media-wiki was better! that needs to be a top-level priority for wikimedia as a whole. we have so much information now, & the wats we sort it are miserably inadequate! google sorts our stuff better than we do. that needas to be addressed, urgently
