some confusion about what is a topic and what is not a topic edit
Instead of "moving" categories, consider "adding" categories.
"Horses" are not about World War II but they were involved. "World War II destruction" was about World War II -- without this war, it would not exist.
"Fashions of World War II" would be a "Topic of World War II" it exists without this war the war being the description of this part of the time line for fashion, however this category does not exist here and could be made. There are plenty of missing "topic categories" for this war; they should be created, not existing non-topical categories moved into it. Trees have branches -- commons trees have turned into poles.
