Volunteer Response Team, VRT - volně přeloženo Dobrovolnický tým pro odpovědi (dříve známo jako OTRS, Open-source Ticket Request System) je skupina dobrovolníků, kteří spravují e-mailové dotazy, stížnosti a komentáře veřejnosti ve vztahu k projektům Wikimedia od září 2004. Dobrovolníci používají nástroj VRTS (Volunteer Response Team Software), pomocí něhož se na projektech Wikimedia (včetně Commons) spravují a archivují e-mailové konverzace. Hlavním účelem použití VRTS ve vztahu k Commons je ověřování a archivace udělených svolení k autorským právům.

Odeslání e-mailu do systému VRT může být vyžadováno jako důkaz udělení autorských práv k načtení souboru pod svobodnou licencí. Takový e-mail by měl být odeslán na adresu permissions-commonswikimedia.org (v případě česky psaných e-mailů na adresu permissions-cs@wikimedia.org). Nástroj VRTS zpracovává také e-mailová hlášení o porušení autorských práv.

E-maily odeslané do VRTS zpracovává vícejazyčný tým důvěryhodných dobrovolníků. Každému tématu je přiřazeno unikátní pořadové číslo, které udržuje e-mailovou konverzaci pohromadě a zajišťuje možnost případného pozdějšího dohledání a přezkoumání. Korespondence není veřejně viditelná.

Pokud potřebujete potvrdit povolení

Před tím, než nahrajete soubor do Commons, spojte se s vlastníkem nebo vykonavatelem autorských práv k tomuto souboru a zeptejte se ho, zda vydá dílo pod svobodnou licencí.
- Autor nebo vykonavatel autorských práv si musí vybrat alespoň jednu z licencí, které Commons dovoluje použít; zejména je třeba si dát pozor na to, že omezení povolení na využití ve Wikipedii nebo v projektech nadace Wikimedia není přijatelné.
Když Vám přijde odpověď, prosím, zkontrolujte, že povolení vyhovuje potřebám Commons. Pokud tomu tak je, nahrajte soubor do Commons a přidejte do jeho popisu šablonu {{subst:OP}}.
Následně přepošlete email s jasně vyjádřeným svolením autora nebo vykonavatele autorský práv na permissions-commons@wikimedia.org (u česky psaných emailů na permissions-cs@wikimedia.org) včetně plné hlavičky a veškeré předchozí korespondence s ním. Do emailu také připište odkaz na nahraný obrázek v Commons.
- Nezapomeňte přiložit také informaci o původu obrázku (zdroj, odkud jste ho získali) a licenci, kterou si autor nebo vykonavatel autorských práv zvolil.
Některý z dobrovolníků později zpracuje email došlý do OTRS a zkontroluje, zda obsahuje všechny náležitosti. Pokud bude vše v pořádku, dobrovolník sám nahradí šablonu {{OTRS pending}} šablonou {{PermissionOTRS}}.

Počet aktivních dobrovolníků VRT je v porovnání s počtem příchozích e-mailů poměrně malý. Aktuální průměrná doba odpovědi v angličtině je přibližně 7 dní, omlouváme se tudíž za případné zpoždění. Vždy uvítáme, pokud se k našemu týmu dobrovolníků bude chtít někdo ze zkušených uživatelů Commons přidat a pomoci tak zkrátit čas odezvy.

E-maily zpracovávají komunitní dobrovolníci. Jednotlivé žádosti ve frontě permissions-commons jsou viditelné pro všechny dobrovolníky VRTS s patřičným oprávněním. Přestože dobrovolníci mají nakázáno zpracovávat veškeré informace v e-mailech jako důvěrné, Nadace Wikimedia nemůže zaručit, že tomu tak skutečně v praxi je, a proto se uživatelům doporučuje v e-mailech vůbec neuvádět jakékoliv informace potenciálně vedoucí k identifikaci konkrétních osob (zejména jména, adresy a kontaktní e-maily).

Případy, kdy není nutno kontaktovat VRT

Pokud se na Váš případ vztahuje některá ze situací uvedených níže, není třeba, abyste kontaktovali VRT:

Nemám povolení k užití souboru a tento zároveň nebyl uvolněn pod svobodnou licencí.

Commons přijímá pouze soubory, které jsou uvolněny pod svobodnou licencí (nebo jsou volným dílem). Pokud uvažovaný soubor nespadá ani do jedné z těchto skupin, pak jej, prosím, vůbec neodesílejte.

Soubor je mým vlastním dílem, nikdy předtím nebyl jinde zveřejněn a jsem jediným vlastníkem autorských práv.

Prostě následujte pokyny uvedené na stránce načítání. Problém může teoreticky nastat v případě, že je soubor nějakým způsobem neobvyklý (například velmi profesionální) a Vaše autorství by mohlo být zpochybněno.

Please ask the copyright holder to send a permission statement to the address listed above. We require that owners make a clear statement that they release the image under a free license; to help prevent confusion or misunderstandings we prefer one of the email templates be used. Permission grants must specifically contain a free license grant and may not merely give permissions for Commons or Wikipedia. If you have already uploaded the image to Commons, follow the instructions on Template:Permission pending.
If the image has been deleted, do not recreate the deleted content but include in the correspondence a link to the deleted image or a link to your talk page in order to help the work of the VRT members.

I am the copyright owner but my file has been previously published without a free license on a medium I can't alter.

Please send us a clear statement that you wish to release your work (with a link to the original location) under a specific free license. See Commons:Email templates for the preferred form. Alternatively, add a free license to your work and place the text {{License review}} somewhere on the file description page on Commons. We will review your statement for authenticity and will let you know if we can accept it as valid.

I am an employee of the copyright owner.

Please send us a clear statement from an email address that shows that you act for the copyright holder, stating that you are authorised by your employer to release the work, under a specific free license. If you are NOT the copyright holder

If you are not the copyright holder and the work is not in the public domain or readily available under a Commons-compatible free license, you will need to contact the copyright holder and obtain permission for their work to be uploaded to Commons. Please follow these steps:

Before you upload the file to Commons, please identify and contact the copyright holder and ask them to release the work under a free license.
The copyright holder must choose one of the licenses permitted on Commons; in particular, restricting use to Wikipedia or Wikimedia projects is not acceptable. See Commons:Email templates for a recommended reply from the author. Remember: It is entirely up to the copyright holder to decide whether to allow release of the file under a free license.
When you receive a reply, please check that the license authorized by the copyright holder is appropriate to Commons. If so, upload the image to Commons and place the tag {{subst:PP}} ("Permission Pending") on the file description page in addition to the license chosen by the copyright holder.

A VRT volunteer will check the email to verify that the permission statement is sufficient and authentic, and will then replace the {{Permission pending}} tag with {{PermissionTicket}}.
