华盛顿 — 根据中国国家统计局1月20日公布的数据，中国16岁到59岁劳动年龄人口为91583万人，比上年末净减少371万人，出现了自2012年以来的三连 降，劳动年龄人口不仅绝对数量在下降，同时占中国总人口比例也在持续减少。观察人士普遍认为，中国目前仍处持续低生育率阶段，如果政府不及时迅速对生育政 策作出调整，未来将产生一系列不可控制的困局。劳动力人口逐年下降，凸显了哪些潜在的危机？中国政府应该如何应对？今天我们邀请两位嘉宾来参加这个话题的 讨论，一位是社会学家龚小夏博士，一位是美国威斯康星大学研究员、中国人口问题学者易富贤博士。
易富贤认为，劳动力人口下降对中国经济减速、劳动力成本上升、失业率上升等几个方面的冲击力尤其大，而且还会削弱中国在世界市场上的优势，并对中国兵源和国防产生很大影响。

2014年，中国各地陆续实施了一方是独生子女的夫妇可以生育第二个子女的政策。但是国家卫计委2015年1月12日公布的数据显示，截至2014年年底，全中国大概有100万对的单独夫妇提出了申请，大大低于每年200万对夫妻申请的预期。龚小夏认为，即便政府在教育、房市、医疗、育龄妇女的福利等方面作出一些政策性的调整，对于提升生育率来说作用不是很大。现在进入育龄阶段的夫妇基本上都是独生子女，他们并不认为成长过程中有兄弟姐妹是自然的状况，而反倒会认为没有兄弟姐妹是个正常状况，因此政府采取的鼓励措施不会产生很好的效果。
