Gen. Anne F. Macdonald, assistant commanding general, NATO Training Mission-Afghanistan after the official opening of Regional Training Center (RTC) 1, in Jalalabad. RTC 1 is the first all women’s training center built specifically for female Afghan National Police Officers, and was named in honor of Officer Kakar. After 13 weeks of construction, the self-sustaining training area is ready to begin the 8-week program for 9 female police officer candidates. (US Navy photo by Petty Officer 2nd Class Damien E.
