September 6, 1927. General A. H. Boyden, Salisbury, N. C. General: Your letter of Sept. 1, 1927, is received. While I would have been glad to have seen you and the other members of your committee again after you had visited the battlefield, I realize that you were pressed for time and would probably need [to] make us another visit. Enclosed herewith is a copy of the policy as to the location of monuments, markers and tablets on the battlefield, formulated by the then existing Commission and approved by the Secretary of War and the President. From this you will see that I must necessarily answer both your inquiries in the negative. The site you considered on West Confederate avenue, opposite the marker for Pettigrew’s brigade, however, comes with the provisions of the approved plan for marking, and I can recommend its approval to the Quartermaster General[.] Should the parking along the avenues not afford a sufficient setting for the monument contemplated, space in the adjoining field could be occupied, as was the case with the Virginia monument. If that is done we should try to avoid demolishing any part of the stonewall along the east side of the avenue at this point, as it is a feature of the battlefield. That, however, is a detail which can be worked out later. We will be honored to welcome the Governor of North Carolina and yourself at any time you can make it convenient to call.
