Description

The Congressional apartments (Arthur B. Heaton, 1906-1907), NE corner of First and E. Capitol Sts., NE, 1/13/07 Washington Times. It featured a roof garden ("In summer ... fitted up as a palm garden", according to the Times) with views of the Potomac, a cafe, and drug store.

The site had formerly been "a vacant lot flanked in the rear by old and unsightly structures."
