Graphics card (monochrome? CGA? EGA?). The rows of chips visible on the card are the video memory.

Note empty chip socket mounts! At a guess, these were probably used for 'expansion' (eg. addition of ROM, BIOS upgrade, etc.) These sorts of things basically vanished from PCs by the late 1990s.
