現用64式小銃の更新近代化用で、平成元年度から取得開始。口径は、NATOの第二標準弾である5.56mmを採用している。固定銃床型と空挺隊員や戦車隊員など用の折り曲げ銃床式の2型式がある。銃床の素材には強化プラスチックを使うなど、一部に新素材を取り入れて、重量も64式小銃に比べ軽量化された。部品点数は64式小銃に比べ約10％少なく分解結合が容易にできる。単発と連発の切り替えができるほか、「3点制限点射」（スリー・ショット・バースト）方式を採用している
