Description As the result of ARRA funding accelerating cleanup activities, an additional trainer was needed to support the first responder-training program. Retired Carlsbad Fire Chief Tom Duffin was the right person for the job. Tom has 20 years of experience in the first responder world and has a first-hand understanding of the needs of these individuals. As an ARRA-funded WIPP trainer, Tom spends the majority of his time traveling from state to state training first responders along existing shipment routes and those not yet opened
