an. — The long pontificate ofPius IX. was distinguished by important acts having relationto the doctrine and discipline of the Roman Catholic Church.In 1854 he promulgated the declaration of the ImmaculateConception of the Virgin Mary — that is that she was bornwithout the taint of original sin — a question which had longbeen debated in the schools of theology. Ten years later(1864) he issued an Encyclical, together with a Syllabus ofErrors, in which, besides the condemnation of opinions inmatters of faith which were adjudged heterodox, various al-leged encroachments of the civil authority and heretical viewson marriage and other subjects Avere denounced. In 1870 theCEcumenical Council of the Vatican assembled, and after longdebate sanctioned the doctrine of papal infallibility ; that is,they approved the dogma that the Pope, when addressing thewhole Church on a subject of morals or theology, is kept bythe Spirit of God from enunciating error. longitude West i- from Greenwicli 3
