Withhis wonderful powers and amazing achievements, he neverquite loses the characteristic spirit of an adventurer. The Congress of Vienna. — The Congress of Vienna was dis-solved in June, 1815. Its acts were finally signed by the fivegreat powers, — Austria, France, Great Britain, Prussia, andRussia, and by Spain, Portugal, and Sweden. The Austrianand Prussian monarchies were restored, and the German Con-federacy was instituted. Holland and Belgium were formedinto one kingdom of the Netherlands. England vastly en-larged her colonial possessions.

CHAPTER LXXIIl AMEEICAN HISTORY IN THIS PERIOD, 1789-1815 The Two Parties. — The cabinet of Washington consisted offour members. The Secretary of the Treasury was AlexanderHamilton of New York. The Secretary of State was ThomasJefferson of Virginia. The seat of government was placed atPhiladelphia; but in 1800 it was removed to the District ofColumbia, which was ceded for the purpose by Virginia andMaryland. Almost from the beginning, there were two polit-ical parties. The Federalists were made up of those who hadbeen most in favor of the new Constitution, and desired tobuild up a strong central government. Accordingly they ad-vocated a liberal construction of the Constitution as regardsthe extent of federal authority. They cherished the tradi-tional spirit of the English laws and English political institu-tions. Washington and John Adams belonged to this class,and Hamilton was their most active leader.
