BALTIMORE In all cases when vessels are obliged (by thequarantine regulations or city authorities) to dis-charge their cargo in the stream, the expense ofdelivering the same east of Jones Falls will beborne by the carrier only. But when requestedby the consignee to be delivered west of JonesFalls, then the expense shall be equally borne bythe carrier and consignee (each one-half). If a vessel is chartered for a voyage out andhome, each shipper shall be entitled to his fairproportion of the whole homeward freight, prorata, of the bulk or space occupied by each ship-per on the outward voyage.
