FORTY-FIFTH CONGRESS—Extra Session.—Called Oct.15, 1877. This Congress, like the Forty-fourth, was Democraticin the House, and Republican in the Senate. The latter bodystood 38 Republicans; 37 Democrats; i Independent. TheHouse stood 156 Democrats, and 136 Republicans. The Houseorganized by re-electing Samuel J. Randall, Pa., Speaker. The national credit was high. Effortsto defeat resumption, fixed for 1879, were made by the Demo-crats this session, but failed owing to the Republican majorityin the Senate. The era of refunding was beginning, and was tobe carried on till it became evident that the entire public debtcould be turned into bonds bearing no more than three per cent,interest, if such an end should prove desirable.
