The national credit was high. Effortsto defeat resumption, fixed for 1879, were made by the Demo-crats this session, but failed owing to the Republican majorityin the Senate. The era of refunding was beginning, and was tobe carried on till it became evident that the entire public debtcould be turned into bonds bearing no more than three per cent,interest, if such an end should prove desirable.
