In this 8-page published letter, Governor Arthur St. Clair advocates dividing the Northwest Territory into three sections, rather than the two called for in the Northwest Ordinance. He wrote 5" x 8" (12.5 x 20.5 cm) letter to William Henry Harrison, the Northwest Territory delegate to the U.S. Congress. St. Clair, governor of the Northwest Territory from 1787 to 1802, wanted to postpone statehood and divide the territory into three sections to strengthen the influence of the Federalist Party. Thomas Worthington, William Henry Harrison, and the Republicans opposed St. Clair. Harrison urged Congress to maintain the original division lines in the ordinance, which it did on May 7, 1800. |
