Création à Hongay de l'annexe A du BPM 406. Elle remplace l'annexe B du BPM 403 qui est dissoute. Elle partira à Haiduong le 16 novembre 1949. Elle utilise un cachet "POSTE AUX ARMEES / 406A" avec une croix de Lorraine à la place de la levée.

19 AOÛT 1946 : L'annexe B du B.P.M.411 est créée à Louang Prabang. Elle sera dissoute le 12 octobre 1946.

21 AOÛT 1946 :

Adoption par l'Assemblée Constituante à Paris du texte définitif de la Constitution consacré à l'Union Française. Il est clair qu'en tant qu'État Associé, le Viêt-Nam ne pourra pas jouir de l'Indépendance dans une Union Française ainsi conçue.
