27 MAI 1946 :

Une ordonnance fédérale crée un « Commissariat des Populations Montagnardes du Sud-Indochinois », appelé aussi « Populations Montagnardes du Sud Indochinois » (P.M.S.I.) car peuplé essentiellement de populations d'origine mélanésienne, les Moïs (ce qui signifie "sauvage" en vietnamien). Un arrêté du même jour nomme le Commissaire du Gouvernement Général pour les P.M.S.I.

27 MAI 1946 :

L'annexe A du B.P.M. 422 est créée à Dalat, principalement pour les militaires au repos dans la station thermale.

Elle y restera jusqu'au 15 janvier 1947. Elle utilise un cachet «POSTE AUX ARMEES / 422-A».
