Haven't pinned this down to a particular building, but from the architecture it is more likely to be the Puget Sound Naval Shipyard in Bremerton, across Puget Sound from Seattle. The building in the background has very similar architecture to Building 78 there.

The mobile gantries match the ones in File:View captioned General view of Shipbuilding Dock with Ammunition Ships in process of construction. Aug. 13, 1919. - Puget Sound Naval Shipyard, Drydock No. 3, Farragut Avenue, HAER WASH,18-BREM,4E-31.tif (thanks to Alex Maas for noticing that: [1]), and the racks of steel plate are also more congruent with Puget Sound Naval Shipyard than anywhere on the Seattle waterfront (noticed by Guy Olsen: [2]).
