English: Caption reads: "Rob Morris. A personal friend of Commodore Joshua Barney. Painted by Chappel. Engraved by Phillibrown." A portrait of Honorable Robert Morris (1734-1806), Superintendent of Finance and President of the Marine Committee by Alonzo Chappel (1828–1887). Note: After the financial panic of 1797 and disintegration of his vast land dealings, Morris fortunes were seriously affected. His creditors demanded from Morris to declare insolvency and part with his assets to repay the debts. which were close to twelve million dollars. He was put in Prune Street Jail in Philadelphia where he was kept from 1798 to 1801. Morris rented and furnished a room with furniture, books and private effects, altogether "three writing desks, a borrowed mahogany table and desk, an ‘old Windsor Settee and eight old Windsor chairs,’ a copying press, dozens of letterbooks and account books, six chests and trunks of papers, drawers and letter cases for correspondence and business papers from 1777 forward, maps, mirrors, a trunk of clothes, and a bed." Eventually, on August 21, 1801, Robert Morris was released from prison after bankruptcy laws were passed by Congress in 1800.

In Baltimore a proces-sion was formed on Philpots Hill in which both parties,forgetting their recent feuds, joined in fraternal har-mony. The mechanical trades, the liberal professions,all united in the procession and respectively displayedtheir appropriate banners. Commodore Barney per-formed a conspicuous part on this occasion. He had asmall boat fifteen feet in length, completely rigged andperfectly equipped as a ship, which was called theFederalist, which being mounted upon four wheels anddrawn by the same number of horses, took its place inthe procession. He commanded the ship and washonored with a crew of captains who, at his word andthe boatswains pipe, went through all the variousmanoeuvers of making and taking in sail, to the greatdelight of the crowded windows, doors and balconiesby which they passed.
