English: To reduce traffic congestion and to promote socio-economic development in the Hanoi area, on 26 November 1999, the Prime Minister of the Socialist Republic of Việt Nam, Phan Văn Khải, signed the Decision No. 1106/QD-TTg based on the Ministry of Transportation’s proposal. By the early 2000's, during the beginning of the 21st (twenty-first) Century, there were only three (3) bridges across the Red River (Hồng Hà) connecting the Hanoi Capital Region with the northern and southern provinces through National Highway No. 1 (Quốc lộ 1) and National Highway No. 5 (Quốc lộ 5). This Red River Bridge Construction Project (or the Thanh Trì Bridge Construction Project) and the building of the southern portion of Hanoi Ring Road No. 3 (Vành đai 3) were financed by a loan from the Japan Bank for International Cooperation (JBIC). The bridge opened for public use in February 2007.

The total length of the route is 12.4 (twelve point four) kilometers and includes the Thanh Trì Bridge over the Red River (Hồng Hà) and the road connecting the most northern point of the bridge with National Highway No. 5 (Quốc lộ 5). The project was completed in the month February of the year 2007. And it is now (as of 2018) the longest among seven (7) viaducts in the Hanoi metropolitan area that connect both sides of the Red River (Hồng Hà).

The physical document originally belonged to the Socialist Republic of Việt Nam's Prime Minister’s Office collection, which is now (as of 2018) preserved in National Archives Center No. 3 (Trung tâm Lưu trữ quốc gia III) under the State Records and Archives Department of Vietnam (Cục Văn thư và Lưu trữ nhà nước) under the reference number "VPCP4956/01-03".
