English: Defense Secretary Robert M. Gates, left, congratulates Frank D. Kenlon, director, International Negotiations, Office of the Under Secretary of Defense for Acquisition, Technology and Logistics, Office of the Secretary of Defense, for receiving a Distinguished Civilian Service award at the Pentagon, Oct. 21, 2008. Kenlon was honored for his roles as the lead negotiator on the Joint Strike Fighter memorandum of understanding, and for drafting and negotiating the U.S.-United Kingdom and U.S.-Australia Defense Trade Cooperation treaties.
