he BrooklynLeague, and is a worthy contribution to tiie subject of the Jamaica Bayimprovement. The two problems which have received the most careful examinationof late have been: a. The elimination of the surface railroad tracks of the New YorkCentral on the west side of Manhattan Island. b. The construction of the South Brooklyn marginal railroad. Reports upon these enterprises were presented to the Board of Esti-mate by its special committee late in the year 1913, but so much opposi-tion developed at the time of the public hearings by private interests in-volved that neither enterprise has been consummated. Any detailed de-scription of the several proposed solutions of these various problems wouldtake too long at this conference. In the near future it is expected thattlic Board of Estimate Committee will be organized and take active stepsto bring to a focus these several problems through a comprehensive studyof the whole port and terminal situation. It is believed by the writer that

The habit heretofore has been tosolve each problem without i-eference to the others. The order should bereversed, and it is believed that the coming year will see active steps takenalong this line. It is impossible to gain a truly comprehensive view of the problemwithout considering the whole waterfront surroundings of New York,including the Jersey shore of the Hudson and the Jersey and Newarkmeadows. The water frontage along the Hudson River on the NewJersey side and that on the Jersey side of Upper New York Bay isalmost absolutely in private hands. Two or three small piers belong tomunicipalities but are entirely negligible in their effect on general com-mercial activities.
