This image is a map of Devonport Dockyard, England, in 1909, from the book Dock Book, June 1909, published by the British Admiralty "For the Information of Officers in H. M. Service Only.". The scan is from WW1 Archive.

This image is asserted to be public domain. As a Crown Copyright work published in 1909 the book is in the public domain. The scan appears to be a mechanical conversion of a public domain work, a process which is not sufficient to create a new copyright under US law because it lacks creative input.
