Description A block of Scarth Street in downtown Regina was closed to traffic and converted into the pedestrian-only Scarth Street Mall in 1975. It was renamed the F.W. Hill Mall in 1998, after local businessman and philanthropist Frederick W. Hill. The company he ran, McCallum Hill Ltd., developed many of Regina's subdivisions. The towers in the background bear the name of the company.
