English: Pasadena, CA, April 13, 2010 -- Writing the Southern California Catastrophic Earthquake Response Plan is now moving into Phase 4- the mission statement, objectives, concept of operations and course of action after they have been approved by the senior leaders. During the Phase 4 segment, planners write the plan, debate the plan, and reach out to stakeholders to further assemble and finalize documents in accordance with phase 4 plan format.
