English: The video highlights significant importance of a delicate balance between individual and collective behaviour of objects for vital capacity of complex systems (human society, biological systems etс). The model of self-organizing realistic neural network evolving in discrete time serves as an example of a complex system. Each neuron can be in one state at a time and make transitions to another states during the evolution of the system. In the beginning of the evolution process all the neurons are in the zero state (the lowest line on the top figures). The first 2000 steps (of 31000 total) the network is exposed to stochastic perturbation signals and then is left to evolve on its own. The internal dynamics of the network is determined by the parameter responsible for the level of communication abilities of neurons. Low level of communication (high level of "selfishness") leads to so called exponential chaos (1). And despite the fact that such mode is characterized by a high level of information diversity (entropy) the system should not be called complex since each object acts independently. To the contrary too intense communication between neurons leads to stagnation of the system (5). Dominance of the collective behavior of neurons may lead to various exotic types of evolution (3, 4). However, all such scenarios concludes with stagnation (5), periodic modes (4) (which may be considered as an equivalent to stagnation) or death (3). There is a very narrow range of values of the control parameters which produces behaviour consistent with the notions of life and evolution of the system. This is the so-called regime of self-organized criticality (2). In this mode, information can quickly propagate from the local to the global level; dynamic structures appear; the system is continuously changing and has a vitality. All that is due to the balance between independent and collective behavior. There is food for thought not only for politicians, but for ordinary people as well. Absolute freedom is tantamount to chaos, anarchy and loneliness, and the lack of individuality prevents development, leads to totalitarianism and death.
