WASHINGTON (Sept. 28, 2012) Retired Master Chief Petty Officer of the Navy (MCPON) Rick D. West, right, passes the cutlass to MCPON Michael D. Stevens during the MCPON Change of Office ceremony at the Sail Loft at the Washington Navy Yard. Stevens replaced West as the 13th MCPON, and was selected while serving as the U.S. Fleet Forces Fleet Master Chief.
