English: Francisco José Osório de Horta Machado (1741-1817) was a royal councillor to queen Maria I of Portugal, Minister Plenipotentiary to the courts of Madrid, the Netherlands and St. Petersburg. He was the first Minister Plenipotentiary of Portugal in Russia (1779-1800).
Português: Francisco José Osório de Horta Machado (1741-1817) foi conselheiro da Real Fazenda, do Conselho da Rainha D. Maria I, enviado extraordinário e ministro plenipotenciário na corte de Madrid, Países Baixos e S. Petersburgo. Foi o primeiro enviado extraordinário e ministro plenipotenciário de Portugal na Rússia (1779-1800).
