The policy of Pitt, to save Europefrom the ambition of France, was vigor-ously carried out by Mr. Fox, his suc-cessor. All internal questions weresubordinated to this great end, and fora while all parties united in supporting which was to draw upon her the con-demnation of the world. The Gren-ville ministry, which succeeded thecabinet of Fox, declared the whole coastof Europe occupied by France and herallies, from Dantzic to Trieste, to be ina state of blockade. It was not possiblefor even the mistress of the seas tomaintain such a gigantic blockade.
