English: Haugesund City Hall (in Norwegian: "Haugesund rådhus"), the town hall of Haugesund municipality in Rogaland county, Norway. Photo taken in June 2020 also showing the Haugaland District Court ("Haugaland tingrett", to the left), the "Rådhusplassen" square, the "Rådhusparken" park, etc.
Norsk bokmål: Haugesund rådhus, et nyklassisistisk monumentalbygg tegna av arkitektene Herman Munthe-Kaas og Gudolf Blakstad og oppført 1923–1931, med Rådhusplassen og Rådhusparken i Haugesund sentrum. Langs Knut Knutsen OAS gate ligger blant annet Tinghuset (Haugaland tingrett) og Festiviteten (Haugesund konserthus). Bildet er tatt fra Haraldsgata en sommerdag i juni 2020 og viser også piazettaen langs Knut Knutsen OAS gate og fontena «Lekende sjøløver» av Skule Waksvik i Barneparken (foran til høyre).

Norway

The Norwegian Copyright in Literary, Scientific and Artistic Works Act, in section 31 says that works of art and photographic works may be depicted when they are permanently mounted or located in or near a public place or a publicly accessible passage through some place. However, this does not apply when the work is clearly the main subject and the reproduction is exploited commercially. The same section says buildings may be freely depicted.

Since Commons requires that all images be free for commercial use, buildings are the only copyrighted works in Norway for which the FOP exception applies for Commons.
