BEFORE FLOOD CONDITIONS CAUSED THE OIL AND DEBRIS TO SPILL OVER INTO NEARBY LAKE POWELL THEY WERE CONTAINED BY LOG BOOM ON THE UTAH SIDE OF THE BORDER.
