Text Appearing Before Image: shall have been ordered, be madeexactly by those commissioned to that effect, and generallyto do and order, as regards said troops, all that he shalljudge necessary ; all, as already stated, under the authorityof our Governor-General in Canada. ^^ Under this document the Governors authority wassupreme in military matters, and the Kings instructionsto Montcalm were still more urgent and explicit. HisMajesty has given orders to M. de Vaudreuil, Governor-General of New-France, as to the manner in which thetroops and militia in his government are to be employedfor the defence of Canada and other purposes; and as thesaid Marquis de Montcalm is to command only under thisGovernors authority and be his subordinate in all matters,.... M. de Montcalm shall have only to execute and seethat the troops under his command execute all the Gov-ernors orders. .. But,whether he convenes a war council to devise such opera-tions, whether he be satisfied with a private discussion ofthe matter with M. le Marquis de Montcalm, or decidesalone, M. de Moncalm shall always submit to the ordersand instructions of this Governor for the movements ofdetachments, or for his own direction of expeditions. Heshall change nothing in the orders given, unless the Gov-ernor-General has granted him leave to do so ; or whensuch changes are unavoidable owing to unforeseen andurgent emergencies, he will immediately inform him ofsuch modifications and of their object.
