« C’est en septembre 1927 que l’entrepreneur Chrysanthe Jobin construit, pour les hommes d’affaires Arthur Moisan et Joseph Tanguay, un théâtre au coin de la rue Cartier et du boulevard Saint-Cyrille. Ce sont les architectes Wilfrid Lacroix et Jean-Charles Drouin qui en dessinent les plans. Il s’agit d’un édifice de briques dont le coût atteint 65000$. Sur cette photographie de 1928, le théâtre Cartier est nouvellement construit. Immédiatement au nord, sur le terrain vague, s’installera, en 1929, une station d’essence de la bannière Imperial Oil (Esso) qui demeurera en opération jusqu'à tout récemment. Aujourd’hui, à cet endroit, on retrouve la place Richard-Garneau et l’édifice le George-Étienne. Quand au théâtre proprement dit, il a été divisé en deux étages. Un commerce occupe le rez-de-chaussée, alors qu'on y fait toujours des projections à l'étage. Il est intéressant de noter qu’à cette époque, le boulevard Saint-Cyrille (aujourd’hui René-Lévesque) était divisé par un terre-plein gazonné. » – Société historique de Québec
