On September 28, 1887, L.H. Thompson and Fred Sander inaugurated cable car service on the Lake Washington Cable Railway between Pioneer Square and Leschi Park via Yesler Way and Jackson Street. The amusement park opened the following year and eventually featured formal gardens, a small animal menagerie, a casino, a bandstand, and a boathouse, which rented launches, canoes, and rowboats. There was also a ferry landing with service to Medina and Mercer Island. The Dance Pavilion was constructed in the later 1890s after a fire destroyed the six-story "Lake Washington Casino."
