English: Administrative map of the French department of Maine-et-Loire. Each area of this map can be selected and colored separately.

The file provides several layers :

To find an entity, just do Ctrl+F on Inkscape, and search the with the ID. See below the lists of IDs (in numbers or in capital letters).
Français : Carte des divisions territoriales du département de Maine-et-Loire. Chaque zone peut être sélectionnée et colorée indépendamment.
