Summary: Head-and-shoulders portrait of Mrs. R. B. (Minnie) Quay. Minnie Quay of Salt Lake City, Utah, was arrested Nov. 10, 1917, while picketing the White House in Washington, D.C., and sentenced to 30 days in District Jail, she was sent instead to Occoquan Workhouse and was there during the "Night of Terror" Nov. 15, 1917, during which guards used violence towards imprisoned protestors.
