-MBNTS—THE CAR HOUSE—THE FOURTH AVENUE TUNNELS. Apart from the great public edifices mentionedseparately in these pages, there are many which de-serve special notice. Of the principal of these wepropose to speak in this chapter. The most prominent of the public buildings is theG^ I/a//y the headquarters of the Municipal Govern-ment of New York. It stands in the City Hall Park,in the rear of the Post Office, from which it is sepa-rated by a wide, open space, and between thatbuilding and the County Court House. The frontand sides are of white marble, and the rear of brownsandstone. It is built in the Italian style, and wasbegun in 1803 and completed in 1812, at a cost ofmore than half a million of dollars. It is 216 feetlong and 105 feet deep, and is surmounted by a cupolacontaining a clock with four faces, which are illuminatedby gas at night. On the summit of the cupola standsa statue of Justice. THE COUNTY COURT HOUSE. 297 and a number of the City offices. Some of its roomsare handsome, and are elegantly decorated. Theprincipal chamber is called The Governors Room,and is used chiefly for official receptions. It is locatedon the second floor, and contains the portraits of anumber of the Governors of New York, Mayors ofthe City, prominent officers of the army of the Revo-lution, and many other distinguished persons. Theseportraits are nearly all by celebrated artists. Herealso are the chairs used by the First Congress of theUnited States, the chair in which Washington sat athis first inauguration as President of the Republic, andthat in which he penned his first message to Congress. The County Court House stands in the rear of theCity Hall, and fronts on Chambers street. It wasbegun in 1861, and since 1867 has been occupied bythe State Courts and several of the City Departments,though still uncompleted. When finished it will beone of the finest edifices in the Union.
