Description 1 November 52 Effective this date, COL Holger N. Toftoy, OML Director, was promoted to brigadier general. He was the first officer to advance to the rank of general while assigned to Redstone Arsenal. A ceremonial parade in General Toftoy's honor was held on 5 June 53.
