Description

That's the Palace of the Argentine National Congress, in the background at left, and the Monument to the Two Congresses, in the foreground in the middle, snapped seconds before bird dung splattered on the back of my cap and jacket.

Or I _thought_ it was bird dung.

“It's all over your back,” said a woman behind me, as I twisted to inspect the damage. I removed my soiled jacket, and was wondering how a passing bird could have shellacked it from behind when my benefactor helpfully offered to hold my camera bag while I cleaned up.

It was then that I remembered what I'd read in the states about the crime described at:

I was nailed three hours later by another squirter only a few blocks away. Neither crook came close to getting anything, but I didn't enjoy stamping around BA in soiled clothes for the rest of the day.

I'll hold this incident high as indicative of Buenos Aires dysfunction. There is simply no way that city leaders want this to happen. Tourists bring gobs of out-of-country discretionary dollars into the city; hoteliers and restauranteurs want us to be happy and safe, so we come back and spread the good word to others. And yet the city can't protect visitors at a major attraction like Plaza del Congreso. Pure, self-defeating dysfunction. Tourist industry hari kari.
