La création de la République de Cochinchine, la séparation des populations d'origine non vietnamienne comme les Mois, sur les plateaux du sud de l'Annam, les Thais du Tonkin soutenus par la colonne Quilichini, l'implantation et les incidents sur la zone côtière du Tonkin, à Hongay et Tien Yen, l'instauration du contrôle douanier de Hài-Phòng laissent présager un coup de force contre le gouvernement de la VNDCCH dès que les renforts français attendus pour janvier 1947 seront arrivés.
