The new centre provides a combined library and adult education service, together with a Council Information Point. There is also a new IT suite, which is accessible to both library users and students. The building also incorporates a stained glass window, created by Bryan Farlow, of Carr Bank Avenue, Ramsbottom, commemorating the Queen's 80th birthday. A room in the library has been named in honour of the artist LS Lowry after one of his paintings was sold to part fund the improvement work. Bury Council caused controversy when it sold its Lowry painting, entitled A Riverbank, to a private buyer for £1.4 million at auction in November 2006.

The council, which received £1,070,000 from the sale of the painting after premiums and tax, bought it for £175, in 1951.
