High Schools to the NormalSchool and of the Normal School to the teacher of the State. Miss Dallam, of the Western High School, Baltimore, spoke ofthe needs of a State University. On motion of ^Ir. S. S. Handy, Easton, the following committeeon elective courses was appointed: Robert H. Wright, Sydney S.Handy, George F^Morelock. The following motion by Mr. J. M. Gambrill was adopted: Resolved, That it is the opinion of this Association that themoney now appropriated by the State to aid secondary instructionin private institutions, should form a State High School fund foraccredited High Schools, and that the Executive Committee be 90 ANNUAL REJPORT OF THE directed to co-operate with the State Superintendent in an effort toobtain this legislation. The meeting adjourned to the gymnasium where luncheon wasserved. . President Murphy acted as toastmaster and Superinten-dent Stephens, Dr. Ward, Superintendent Van Sickle, Mr. J. M.Gambrill, Dr. Remsen and Governor Warfield responded to toasts.

STATE BOARD OF EDUCATION 91 STATE NORMAL SCHOOLS. The General Assembly of 1868 made provision for the MarylandState Normal School located in Baltimore. It has ahyavs beensupported by a special appropriation, which was charged to theschool fund raised by the State school tax. Professor M. A. Newell,one of the ablest educators of the country, was principal of theschool from its organization until 1800. The school has alwayssustained a close relation to general public school interes^ts—notalone because it was the only Normal School in^the State, prior to1896, but also for the reason that until 1900 the Principal of theMaryland State Normal School was, cx officio. State Superinten-dent. In 1896, a Normal Department was organized at WashingtonCollege, Chestertown, and an annual appropriation of Twenty-fiveHundred (;2,o00) Dollars was made ^for its support. The controlof the Normal Department was placed in the hands of the Boardof Governors of the College. The General Assembly of 1898 had
