e proposed routes, it is recommendedthat the operations of the first year shall be prin-cipally limited to the eastern section of the westernroute, and that such portion of the route only, be-ginning from Boston, shall be undertaken within theyear, as it may be thought will be nearly completed.In pursuance of these views they recommend, thata board of competent individuals be formed, withauthority, subject at all times to the control of thelegislature, to employ the necessary engineers andagents, and take all necessary measures, for con-structing the aforesaid rail-roads to Albany and toProvidence, and to raise the necessary sums ofmoney from time to time, by loans in the name ofthe state, on stocks bearing 4 l-2per cent, interest,payable quarterly, and reimbursible at any termfrom 15 to 20 years at their discretion.
