La escultura es obra de don Juan de Avalos.

Guillermo Arce Alonso se graduó en medicina en la Facultad de Valladolid. Ganó por oposición la plaza de director del Jardín de la Infancia de Santander. Posteriormente tras la inauguración de la Casa de Salud de Valdecilla, pasó a desempeñar la Jefatura del Servicio de Puericultura.

Está considerado como el creador de la Escuela de Pediatría Española.
