n average rate of 2.14 cents amile. But we do not know the rate permile in England, for the length of jour-neys made is not published. After all, averages from general stat-istics would, if we had them, give usonly an abstract ideaof the public seivice ofthe railioads ; and weshall do better to makethe comjjarison speci-fic, examining actualfares for actual dis-tances. From such anexamination we findthat in our WesternStates the local fares,say for 100 miles, moreor less, are about 8cents a mile, and in theEastern States they areabout 2^ cents. Forlonger distances theyare 2J cents in theAVest, and 2 cents inthe East. This is with-out sleeping-car ord r a w i n g - r o o m - c a rfares, and these are therates at which the greatmass of the people trav-el. For the present wewill leave out of the analysis the sub-urban njovement at commutationrates ; and we may also neglect the ex-tra fare movement, for the relativenumber of tho.se travelling in sleeping-or drawing-room cars is very smaU.

The great, typical Americanpassenger movement is, then, at faresof from 2 to 3 cents a mile, varyingwith region and distance. Similarly,the characteristic passenger movementin England is third-class. Leaving outthe season ticket-holders, eighty-nineper cent, of all the passengers in theUnited Kingdom, in 1892, were third-class, and but three and one-half percent, were first-class ; the rest were sec-ond. The uniform third-class fare is 2cents a mile, varying slightly above orbelow that, and all but three or fourspecial trains carry third-class passen-gers. The English first-class fare is entire- highest south of the Thames. It ninsfrom about 3J cents a mile up to 5.This must be compared with our ordi-nary fare plus sleeping-car or drawing-roo
